The film consists of three almost independent plotlines united by a common subject – drug trafficking. The first story is about an influential politician from Washington, D.C. responsible for the struggle with Mexican drug cartels, whose own 15-year-old daughter becomes a junkie under his very nose. The second plotline develops around the story of two policemen from Tijuana in Mexico. They have just successfully accomplished elimination of the Obregon brothers' drug cartel, when it dawns on them that they have been used by the brothers' competitors, who have got rid of their enemies at the expense of the police. Another story is the story of an American drug-dealer, who is being hunted by two overzealous policemen, and whose wife decides to get rid of all the witnesses to save her family.
